Analysis
On require, the package runs a bootstrap that downloads and executes a second-stage binary. It fingerprints the OS/architecture, then fetches a payload over HTTPS from Cloudflare Workers endpoints (oob-worker[.]cf99-9b3[.]workers[.]dev, oob-worker[.]cf101-adf[.]workers[.]dev, oob-worker[.]cf103-070[.]workers[.]dev, oob-worker[.]cf100-416[.]workers[.]dev, path /pkg/package). If the HTTPS fetch fails it retrieves the payload via DNS TXT records from c[.]sdk[.]dl[.]wel1[.]ru (and sdk[.]dl[.]wel1[.]ru / ext[.]dl[.]wel1[.]ru / pkg[.]dl[.]wel1[.]ru / net[.]dl[.]wel1[.]ru per platform). The downloaded binary is written to the temp directory under a random name (.cache_<hex> on Unix, dotnet_diag_<hex>.exe on Windows) and launched as a detached background process (cmd.exe /c start /b on Windows, /bin/sh -c "&" on Unix).
