Analysis

devplatform-utils@35.5.2 is a multi-stage dropper. On require(), its index.js loads _bootstrap.js, which downloads a platform-specific second-stage payload over HTTPS from Cloudflare Workers endpoints (oob-worker[.]cf103-070[.]workers[.]dev, oob-worker[.]cf102-baf[.]workers[.]dev, oob-worker[.]cf100-416[.]workers[.]dev, oob-worker[.]cf101-adf[.]workers[.]dev, paths /pkg/package, /pkg/package-arm64, /pkg/loader_mac, /pkg/package.exe), with a DNS TXT-record fallback channel via c[.]sdk[.]dl[.]wel1[.]ru (and sdk[.]dl[.]wel1[.]ru, ext[.]dl[.]wel1[.]ru, pkg[.]dl[.]wel1[.]ru, net[.]dl[.]wel1[.]ru). The downloaded payload is written to /var/tmp/.cache_<hex> (or dotnet_diag_<hex>.exe under %TEMP% on Windows) and executed as a detached background process via /bin/sh -c "&" or cmd.exe start /b. The package's stated purpose (common helper utilities) is unrelated to this behaviour.
